The Citizen Card is your primary identification for any interaction with Portuguese Public Administration. It is mandatory for all citizens residing in Portugal and abroad.
Only Portuguese nationals can apply for a Citizen Card.
Not sure if you have Portuguese citizenship?
If in doubt, check if you have a Portuguese Birth Certificate, the former Portuguese Identity Document called “Cédula Pessoal” which is a very thin booklet with a black cover, an older yellow ID card, or any other ID document issued in Portugal.
If you were born in Portugal but are not sure of your status now, the Consulate General can carry out a search in the Civil Registry. Gather your birth information (complete name in Portugal if you know it, place of birth, name of parents) and contact us.
If one or two of your parents are Portuguese but you are born in Canada, you must first acquire Portuguese citizenship.
The former yellow ID Card is progressively being phased out but can still be accepted for identification purposes within its validity date. Once expired, it will be replaced by a Citizen Card. Lifelong ID Cards (with the mention "Vitalício") are no longer issued.
- First Citizen Card application
If in the past you had Portuguese identification documents (black booklet, military booklet, Yellow ID Card, Passport) bring them, even if they are expired.
If, at some point in time, you have been issued a Fiscal Identification Number also called NIF or “número de contribuinte”, a Social Security Number, a Health Card or a voter’s card, bring them with you so that they can be included in your new Citizen Card.
- Citizen Card renewal
For renewals after a loss or theft of your Citizen Card, you must present another Government issued picture ID unless you are a registered user of the Consulate General of Portugal in Vancouver.
- For all applications
Minors must be accompanied by at least one of the parents or legal guardian.
Under 25 years, the validity of the card issued will be 5 years. Over that age, the validity will be 10 years.

Due to a high volume of service and limited resources, we highly recommend that you contact us in a in a timely manner. This is particularly true when applying for Citizen Cards and Passports.
Be aware that all documents are issued in Portugal.
The Consulate General cannot be held responsible neither for issuance or delivery delays, nor for altered travel plans made prior to obtaining the proper identification and / or travel document.
